Thomas J. Cowper, MPA
Thomas J.
Cowper, MPA is a police executive with 29 years police service
currently
developing and applying information age technologies to law enforcement,
public safety, and government operations.
Tom is a former 2nd
Vice President
for the Society of Police Futurists International (PFI), a graduate of
the FBI National Academy, and a member of the FBI Futures Working Group
(FWG), a collaborative partnership between the FBI and PFI whose mission
is to develop strategies for the future of law
enforcement.
He is presenting
Networked Government: The 21st Century Agency at WorldFuture
2012.
He has
worked with the Defense Advanced Research Projects Agency (DARPA) and
the Office of Naval Research on developing police and homeland security
applications for several emerging technologies being developed for the
military. He is also a Special Representative to the Center for
Responsible Nanotechnology and serves on the National Advisory Board for
the Accelerating Studies Foundation.
A former Marine Corps infantry
officer, Tom earned his Bachelor of Science degree in
Mechanical
Engineering Technology from LeTourneau University in 1978, and his
Master’s
degree
in Public Administration from Marist College in 2001. He has written
several
book chapters and numerous articles for popular magazines and peer
reviewed journals regarding the use of technology by law enforcement and
government. He also speaks extensively on these topics at
conferences, symposiums, and seminars.
