Dr. David Scott
David Scott, Ph.D., started his journey as Chemical Engineer working for the US Air Force in 1981. Today, after more than 30 years of experience with commercial and government organizations, he works as Change Agent and Strategic Advisory Executive for The Centech Group.
He earned his Bachelor’s of Science in Chemical Engineering in 1981 at The Citadel. In the same year he joined United States Air Force where he started as manager of the Silo-Based intercontinental ballistic missile, and than continued as Instructor Commander and Squadron Commander to Officer.
He played critical roles in market research, Air Force material, and environmental problems and was awarded multiple awards. He was USAF consultant to NATO, RAND, and McKinsey on classified studies.
In 1987, he earned his Master’s of Science in Logistic Management which helped him with his work at USAF.
David consulted with the White House on travel management improvements which later became Defense Travel System for all military services and later model for White House travel system. He received industry recognition and a Vice Presidential Hammer Award.
He conducted business process reengineering of Air Force-wide corporate processes and single-handedly created organizational restructure for resource management (still in use today).
He architected and drove turnaround in a defense medical logistics system program ($80M/yr program), and was awarded two Vice Presidential Hammer Awards and three Scissors Awards.
In 1998, David earned his Juris Doctor degree in International, Comparative, and Intellectual Property Law at Irvine School of Law and his LLM in International Legal Studies at the UC Hasting College of Law in 2000, while he still continued his work for USAF.
In 2001, he earned his Doctor of Business Administration degree (DBA) at The Kellogg School of Management and in the same year left USAF and joined Teksouth Corporation as National Capital Region General Manager / Technical Consulting Services Director. He continued with educational endeavors and earned his Ph.D. in System Engineering & Analysis at National University of Ireland.
A year later, David joined Wave Technologies as Principal and Vice President for Advanced Systems & Concepts, where he led major improvements in revenues and strategies.
Between 2004 and 2006, he was Visiting Scientist at The Patuxent Partnership where he led the company from local to regional player, increased revenues, and architected advanced technology programs, especially unmanned systems platforms.
David became Senior Program Manager and Intelligence Analyst at BAE Systems in 2006 and soon joined MTC Technologies of BAE Systems as System Engineer and Acquisition Manager. There he initiated game-changing program with Army soldier protection materials and among others won a recompete bid for buyout from BAE Systems.
In 2008, he joined CommIT Enterprise, Inc. as Vice President Intelligence Enterprise Solutions and Integrating Manager for Military Critical Programs, where he stayed for six years. His major projects were adopted and implemented by the Deputy Secretary of Defense with redesigning America’s Foreign Disclosure and Technology Transfer process, by White House with his Presidentially directed National Space Policy Risk Reassessment, and by Rand and Gartner among others with a collaborative venture to develop methodology and invent tools to spot disruptive technologies and link to interrelated technologies.
Since 2014, David has been Senior Advisor for Asian Affairs at Reston Assessment Group and Proposal Director at The Centech Group in Washington D.C. He is providing insight and advice on risks uncovered in defense intelligence and market assessments.
