Phipps, Ph.D. is Managing Partner at

Photonic Associates is a veteran-owned, Santa Fe high-technology
company that provides
detailed theoretical and experimental investigation of systems based on
laser-surface interactions, and related lasers and sensors, especially
in
the new field of laser space propulsion which they helped create.
They maintain a 20-year database of major
results in laser-surface interaction. They have completed demanding
technical contracts for NASA, AFOSR, AFRL Edwards, DoD, MDA, and
Lawrence
Livermore National Laboratory (LLNL), as well as numerous commercial
entities.
Claude has written
over 240 journal publications and conference presentations, including 36
invited
presentations, a keynote paper, a technical book chapter and edited and
coedited many books.

M.S. with honors in Electrical Engineering at Massachusetts Institute of
Technology (MIT) in 1963. He earned his Ph.D. in Plasma Physics at
Stanford University in 1972.
